Federal Installation Integrated Pest Management
Riley Pest Management LLC delivers documented, threshold-based Integrated Pest Management services for military installations. Every service is structured to satisfy the inspection, treatment, documentation, and reporting requirements of a federal Performance Work Statement.
Scope of Services
Performance Work Statement Alignment
The services described below are organized to correspond directly with the task areas typically specified in federal installation pest management Performance Work Statements. Each entry identifies the requirement being satisfied, the methodology applied, and the documentation and reporting deliverables associated with that task area.
All services are performed under FDACS License No. JF247744 (GHP & WDO categories) and in accordance with Integrated Pest Management principles as required by federal installation contracts. Key personnel operational experience at MacDill Air Force Base informs the technical approach to each service area.
Rodent Monitoring & Integrated Management
Rodent surveillance, population suppression, and corrective action reporting
Systematic inspection of all rodent-conducive areas including utility corridors, mechanical rooms, perimeter structures, and storage areas. Monitoring station deployment, placement mapping, and trend analysis across inspection cycles. Threshold-based treatment response using approved rodenticide formulations and exclusion methods. Corrective action documentation, station activity logs, and population trend reporting in accordance with installation IPM program requirements.
General Household & Structural Pest Inspection, Treatment & Documentation
Recurring inspection and treatment of all assigned facilities for general pest activity
Scheduled inspection of all assigned facility types for cockroach, ant, stored product pest, and other general household pest activity. Crack-and-crevice and void treatment using approved formulations. Inspection findings documented per facility, treatment records maintained in installation-required format, and threshold exceedance reported to the Contracting Officer Representative (COR) within required timeframes.
Wood-Destroying Organism Inspection & Management
Subterranean termite and WDO inspection, monitoring, and treatment for installation structures
Comprehensive WDO inspection of assigned structures including subterranean termite monitoring station installation, inspection, and maintenance. Termite activity assessment, conducive condition identification, and treatment recommendations documented in writing. Treatment performed using approved termiticide formulations and methods. Post-treatment monitoring and efficacy documentation provided. Performed under FDACS License No. JF247744 — WDO category.
Flight Line & Airfield Pest Management
Pest management operations on and adjacent to active flight lines in compliance with airfield safety and FOD prevention requirements
Pest management operations on active and inactive flight lines, taxiways, and airfield perimeter areas. All work performed in strict compliance with Foreign Object Debris (FOD) prevention procedures — no loose materials, fasteners, or equipment left in the movement area. Coordination with base operations and airfield management prior to each service event. Treatment methods and materials selected for compatibility with airfield operations. Service documentation includes FOD compliance notation and base operations coordination log.
Aircraft Maintenance Hangar & High-Bay Facility Services
Pest management in aircraft maintenance hangars and high-bay facilities requiring elevated access and aviation-sensitive material protocols
Pest management services in aircraft maintenance hangars, engine test facilities, and high-bay structures. Elevated access performed by certified personnel — Aerial and Scissor Lift Certificate of Completion (American Safety Council, 2021). Treatment materials selected for compatibility with aviation equipment and sensitive electronics. All work coordinated with facility management to avoid interference with maintenance operations. Inspection and treatment documentation maintained per facility.
Dining Facility & Food-Handling Area IPM
Integrated Pest Management for dining facilities, galleys, and food-handling areas in compliance with food safety and sanitation standards
IPM services for dining facilities, food storage areas, receiving docks, and kitchen environments. Inspection protocols address all food pest categories — cockroaches, rodents, stored product pests, and flies. Treatment methods limited to food-safe, approved formulations applied in accordance with label requirements and facility sanitation standards. Pest activity findings, conducive conditions, and sanitation recommendations documented and reported to the COR. Service approach consistent with commercial food-service institutional standards.
Administrative, Billeting & Housing Facility Services
Recurring pest management for administrative buildings, dormitories, and family housing areas
Scheduled inspection and treatment of administrative buildings, unaccompanied personnel housing, and family housing areas. Resident notification procedures followed in accordance with installation requirements. Inspection findings and treatment records maintained per unit or facility. Bed bug inspection protocols applied to billeting and housing areas as required. All pesticide applications documented with product, rate, target pest, and applicator information.
Utility Corridor, Mechanical Room & Confined Space Pest Management
Pest management in utility corridors, mechanical rooms, and below-grade access areas requiring confined space awareness
Pest management services in utility tunnels, mechanical equipment rooms, crawl spaces, and other confined or restricted-access areas. Key personnel hold Confined Space Awareness for General Industry certification (ClickSafety, 2023). Entry and work procedures consistent with confined space awareness protocols. Pest activity in these areas documented and reported as part of the facility inspection record. Conducive conditions identified and reported to the COR for corrective action.
Stinging Insect & Exterior Pest Hazard Management
Identification, removal, and management of stinging insect colonies and exterior pest hazards on installation grounds
Inspection and management of wasp, hornet, and bee colonies in structures, grounds, and airfield-adjacent areas. Nest removal and treatment documented by location, species, and method. Exterior perimeter pest pressure assessed during each service cycle. Conducive conditions — standing water, harborage, vegetation — identified and reported. Emergency response capability for stinging insect hazards in operational areas.
IPM Program Documentation, Reporting & COR Communication
Maintenance of installation IPM program records, submission of required reports, and timely communication with the Contracting Officer Representative
Maintenance of complete service records for all assigned facilities including inspection findings, treatment applications, monitoring data, and trend analysis. Submission of periodic reports in the format and frequency specified in the Performance Work Statement. Threshold exceedance notifications delivered to the COR within required timeframes. Annual IPM program review documentation prepared upon request. All records maintained in a format available for contracting officer review at any time.
Commercial Sector Experience
Institutional & Commercial IPM Background
Prior to pursuing federal installation contracts, Riley Pest Management LLC key personnel developed institutional IPM experience across commercial food service, healthcare, and retail facility environments. This background includes quality and safety program compliance consistent with national food-service and retail account standards. Supporting certifications are on file and will be provided upon request. Specific program documentation is being compiled for inclusion in the formal capability statement.
Contract Readiness
Positioned for MacDill AFB IPM Contract
Riley Pest Management LLC is actively preparing for the MacDill Air Force Base Integrated Pest Management contract, with the incumbent contract expiring September 30, 2027. The company holds the required state licensing, key personnel with direct installation operational experience, and a technical approach grounded in AFMAN 32-1008 compliance and federal IPM standards.
SAM.gov registration, insurance activation, and capability statement finalization are in progress concurrent with pre-proposal preparation. Riley Pest Management LLC will be fully positioned to submit a responsive, compliant proposal upon solicitation release.
